家电下乡政策是积极扩大内需的重要举措，是财政和贸易政策的创新突破。主要内容是，顺应农民消费升级的新趋势，运用财政、贸易政策，引导和组织工商联手，开发、生产适合农村消费特点、性能可靠、质量保证、物美价廉的家电产品，并提供满足农民需求的流通和售后服务；对农民购买纳入补贴范围的家电产品给予一定比例（13%）的财政补贴，以激活农民购买能力，扩大农村消费，促进内需和外需协调发展。
