These schemes give stipends and food to the poorest if they meet certain conditions, such as that their children attend school, or their babies are vaccinated.

Supported by a special State fund and by local government coffers, the project is mainly aimed at covering impoverished urban households with a per capita housing area less than 4 SQM.
