THE EXPORT CARGO DECLARATION
一、 出口货物报关单的含义及作用 出口货物报关单 （THE EXPORT CARGO DECLARATION）是出口企业在装运前向海关申报出口许可的单据，由出口企业填制，经海关审核签发后生效。

出口货物报关单
出口货物报关单是指出口企业于产品出口时，按照出口许可证和出口发票的内容向海关填报的单据。经海关查验确认后具有一定的法律效力，是出口产品报关离境的重要证据，也是申请办理出口产品退税的重要凭证。出口货物报关单的主要内容，包括出口货物名称、件数、重量、单位、总价、出口口岸、运输工具名称、经营单位、收货单位、合同协议、贸易性质、消费国等项目。为了便于企业申请办理出口产品退税，我国从1989年10月1日开始，出口货物报关单特增加一联为 “申请出口产品退税未用联”，经海关查验盖章后，由企业随同出口产品退税申请表上报给主管退税的税务机关。这是税务机关审查出口产品退税的合法证明之一。
