Without a system which ensures collaborative exchanges within the company, it's also easy for small "pockets of innovation" to disappear.

The problems existed in the present system are analyzed and some ways for establishing the new technology innovation system are put forward.

The comprehensive quality and competitive ability of enterprise should be improved from the system of organization, management and technological innovation to make a full preparation for entry of WTO.
