专利复审委员会

专利复审委员会复审后，作出决定，并通知专利申请人、专利权人或者撤销专利权的请求人。
The patent reexamination Board shall, after reexamination, make a decision and notify the applicant, the patentee or the person who made the request for revocation of the patent right.

专利权评价报告并非行政决定。无论是在专利复审委员会，还是在法院，它都只能作为普通的证据起作用，而不能起决定性作用。
The patent evaluation report is not an administrative decision and may just serve as normal evidence before the PRB or the court, not decisive evidence.

专利复审委员会
国家知识产权局专利复审委员会成立于1984年11月，当时全称为中国专利局专利复审委员会，为中国专利局内设机构。此后，伴随着1998年国务院机构改革以及2001年《中华人民共和国专利法》的修改，专利复审委员会经历了两次更名：1998年更名为国家知识产权局专利局专利复审委员会；2001年更名为国家知识产权局专利复审委员会。2003年底，经批准，专利复审委员会成为具有独立法人资格的国家知识产权局直属事业单位。
