The Los Angeles City Council Tuesday endorsed a bill that will institute a 25-cent fee for each plastic bag used by shoppers.

The regulator on April 20 required shareholders looking to sell more than 1 percent of a stock to do so in single trades, to keep the transactions off the open market.

The system will be in effect until Sept. 20, almost a month after the close of the Olympics and three days after the closing ceremony of the Paralympics.
