Ratification of this Protocol by any State which is not a Party to the Convention shall have the effect of accession to the Convention.
任何非本公约缔约国的国家所提交的本议定书的批准书，具有加入本公约的效力。
Party to this Protocol shall have no duty to apply the provisions of this Protocol to Bills of Lading issued in a State which is a Party to the Convention but which is not a Party to this Protocol.
本议定书的各缔约国没有义务将本议定书的各项规定适用于虽为本公约缔约国、但不是本议定书缔约国所签发的提单。
