Under this proposal any early expenditures by government would be quickly recouped from bondissuance registration fees, and the Bureau will be self-sustaining.
We can see a similar sort of thing today, where the U.S. government has been running very large budget deficits, with the resulting bondissuance in large part absorbed by foreign central banks.
